To seek revenge, TIN sets fire to the headquarters of the Po Shang Gang and all the goods owned by tycoon MOK TIN-LUNG are all burnt to ashes. LUNG and TAT ask YING to be the leader of the Civil Defense Organization, hoping this will erase all the fights among various martial arts clubs.
